In December 2001, the Network of Major Balkan Cities was established in Thessaloniki, aiming at the development of inter-Balkan inter-municipal cooperation. The Network instruments were also created during its Founding Summit.

The top instrument of the Balkan Cities’ Network is the Mayors’ Summit, which is organized every December by the Presiding City. For the year 2004, the Presidency of the Balkan Cities’ Network is held by the Municipality of Piraeus. Due to special circumstances, this year’s Mayors’ Summit will be held on April 1-3, 2005, instead of December 2004.
