The collaboration and common action of the CITIES, can become not only the information, the know-how exchange and the development of friendly, cultural and business contacts, but also the activation in important matters like the restructure programs, the development programs, the collaboration programs and of course the exploitation of abilities supplied by the European Union for the development of common initiatives and collaboration programs. The planning and materialization of those programs by the Local Authorities, with reliability and efficiency, dictates the interbalkan intermunicipal collaboration.
